Your Lordship's petitioners are First Grade Land

Bailiffs in the Public Works Department, Hong Kong.

Mr. F. H. Dillon joined the liong Kong Government

service in the year 1901 and Hr. J. C. Mackay in the year

1904. Kг. F. H. Dillon has, therefore, about nineteen,

and Mr. J. C. Mackay sixteen years service.

The old salary of their post was £250

Your petitioners were recently informed that the

revised salary of their poąt would be £320 £360 by £10

annually, such salary to be paid at the flat rate of 2/-

to the dollar. This decision has caused them extreme

disappointment.

Your petitioners are both men of long experience and

ability and consider the scale of pay, under the new

system, entirely inadequate as remuneration for the skill

and technical knowledge required by Goverment before

appointment to their posts, Neither is the new salary

sufficient to defray the cost of educating and "bringing

up large families with any reasonable measure of comfort

in this trying olimate.

Your petitioners are of a class who require technical

knowledge before appointment, and in addition to this, they

are required to be experts in the Chinese language, not

merely to speak Chinese in the ordinary way but to obtain

all
